If your manager tells you, I take the decision because I'm the manager, it's a tricky situation. Because yes, one perspective is that your manager is responsible for taking decision. But if your manager is limiting your growth by taking all the decision, it's not useful for an organization. And that's happening quite often in bigger organizations.

The management is taking all the important decisions and everyone else is not really involved. What if you step up and take decisions and drive something forward inside of your organization without asking for permission. And if you can't do this in this organization, do it in a different organization. Find an organization that values your contribution.
